Prezentacja raportu o 5G
Na posiedzeniu komisji ITRE odbyła się prezentacja raportu dotyczącego Planu działania UE na rzecz rozwoju sieci 5G oraz… budowaniu europejskiego społeczeństwa gigabitowego, którego jestem sprawozdawcą. W raporcie zaproponowano szereg inicjatyw służących stworzeniu odpowiednich warunków dla niezbędnych inwestycji, które mają być zrealizowane na poziomie europejskim we współpracy z państwami członkowskimi i regionami oraz przedstawicielami przemysłu. Celem raportu jest zwróceniu uwagi na potencjał technologii 5G, ożywienie europejskiej gospodarki cyfrowej i zachęcenie społeczeństw do aktywnego uczestnictwa w jednolitym rynku cyfrowym oraz sprostanie coraz większym potrzebom Europejczyków w zakresie łączności.
5G/ Gigabit draft report – Exchange of view:
5G is more than mobile revolution. It will be an innovation engine, bringing disruptive change across industries, developing a business models and creating the new quality networks – Very High Capacity Networks. The infrastructure becomes an enabler as it provides the new connectivity opportunities. And it should be the fully inclusive infrastructure – which means: for all. It also requires the policies aimed at the digital skills development: to use all those new services and products opportunities, to work in the new 5G labor environment, to participate in all benefits – especially important for elderly generations, generally speaking – to avoid the digital gaps.
5G will enable new high-quality services, connect new industries and ultimately improve the customer experience for increasingly sophisticated and demanding digital users.
In the draft-Report I have expressed the significance of the generation shift – towards 5G, described the key Gigabit Society benefits and highlighted the policy approach – key for making the vision of 5 G – real.
- There are some critical points/ requirements for the implementation of 5G and the Gigabit Society:
- The Investments development. We need the rules, which should be future-oriented, pro-investment and pro-innovation, based on an assessment that we need the infrastructure-based competition. Investments are the key for achieving 5G goals – so we need the simplification of the legal framework, flexible models for co-investments, and long-term certainty and predictability, level playing field in Europe at that area, and conditions for the adequate return of investments – considering business and societal dimensions.
- The market demand of the new, 5G based services and products. The clear understanding what 5 G means for consumers and all industries, for all of us – is crucial. The next generation of ubiquitous ultra-high broadband infrastructure will support the transformation of processes in all economic sectors (public sector, healthcare, energy, utilities, manufacturing, transportation, automotive industry, virtual reality (VR), online gaming and so forth, education by using virtual reality tools) and provide agile, elastic and highly personalised services that improve every citizen’s life. We need to have the list of benefits and advantages for people – as an impact of the 5G. We need to develop, to push this kind of the demand, which is related to the 5G.
- The technical conditions. 5G systems will need to be able to operate over a very wide frequency range from below 1GHz up to 100GHz, with a perspective of up to 300GHz. The frequencies of 3-6GHz and above 10GHz should deliver extreme data rates and extreme capacity in dense areas. To use 700MHz, to have European spectrum harmonisation needs for 5 G beyond 2020 – finalised before WRC- 19, to choose the most appropriate technology including FTTH, Wi Fi, G.fast, 2 G, cable, satellite – all those have to achieve the proper conditions for 5 G, and the common access for everyone to at least 100 Mbs in 2025. What is important – to make the significant upgrade of fixed and densitification of mobile networking in line with Gigabit society targets.
- An explicit timetable and all stakeholders involvement. It is important to have the cooperation with all stakeholders and adequate investments in order to fulfil all conditions within the required time frame. The key is – to harmonize the spectrum allocation processes. The Member States should understand that we have to avoid the fragmentation of decisions and solutions, if we want to achieve the 5 G objectives. So, the effective collaboration of all: EC, BEREC, MS, business, regions and regional authorities and consumers is necessary!
- Strong basis to finance the 5G Action Plan, also by public sources – there, where it is needed. It means to maintain and develop financing for the 5G Action Plan in the next Multiannual Financial Framework 2020-2027. It should be at the adequate level by using financial instruments, but also subsidies – if we want to solve the problem of the high quality Internet accessibility at rural areas. Of course, first of all we need to icentivise the private investments, but we need to have the public complementary support.
- A coherent and timely actions at region and city level. It should encourage cross-sector innovation and foster an economic industry-wide cooperative framework. The first step is key: the timely implementation of the changes in all National Broadband Plans (with country specific recommendations) – with proper composition of multi-technology approach and adequate regulatory flexibility.
- Interoperability and standardization. The development of integrated solutions, tests and large-scale pilots – is necessary in all sectors and countries at the same time. The standardization roadmap for each sector, relying on industry- led processes is needed.
- Be open – not forget about any possible partner! It is crucial at the European level to have the detailed action plans to facilitate SME access to the 5G Participatory Broadband Platform – which is important for using all possible resources for the best investment models.
This is the way to take all the opportunities related to the 5G.
