Fair use of roaming services




Draft “fair use” safeguards to prevent mobile phone users from taking unfair advantage of EU rules on “roaming” charges were debated in the Industry Committee on Monday 26 September afternoon.

The European Commission’s revised proposal on “fair use” rules should deliver the “roam like at home” experience required by the telecoms regulation, said MEPs. This proposal was reworked after it ran into criticism, not least from the European Parliament.

However, MEPs stressed the need to further clarify the “fair use” rules (“implementing act”) and strengthen data protection and consumer privacy.  They also asked for details of the procedure for  stopping abuse, operators’ tools  for dealing with identified abuse and the role of national regulators in the process of enforcing the “fair use” policy.
